Question Can a new CPU increase my fps?

not that great with computers so bare with me, bought a pre made computer from pccasegear.com and it had 300+ fps on CSGO for first year i had it but then slowly decreased and 3 years later i get barely 100 fps

so i'm just wondering if i replaced my cpu would my fps go back up?

what i have Intel® Xeon® Processor E3-1230 v5, 8M Cache, 3.40 GHz

don't have much money so is Intel Core i3 8100 Processor okay?

Is the PC loud? If it is you might just need to clean it and change the thermal paste, instead of buying a new CPU. The thing is, that i3 is 8th gen and the Xeon is a Skylake Server CPU, and boards that support skylake don't support 8th and 9th gen.

Edit: In CSGO if you play on a lot of community servers, there can be a lot of useless files the servers download to your PC. You can delete those for a decent FPS boost as well.

Do you have a GPU? Install an app called MSI Afterburner(and RivaTuner Statistics also, it comes bundled with Afterburner), and check what your GPU usage is while playing games by using the On-Screen Display. Tell us what the GPU usage looks like while playing.

Im with IproZ1, if you haven't done it already, you should start by cleaning your PC internals.
Dust on the CPU and GPU coolers/heatsinks and in general, will make heat increase really fast under load (gaming) and the CPU and GPU will slowdown their speed to keep temps at bay (Its a way to keep your hardware safe).
And don't forget about thermal paste on the CPU, you need to carefully clean the old one from the heatsink and the cpu and apply new one, there are lost of decent brands so you don't need to spend on premium: https://www.guru3d.com/articles-pages/guru3d-thermal-paste-roundup-2019,1.html; https://www.tomshardware.com/reviews/thermal-paste-comparison,5108.html

Also it wont hurt, after you clean the PC and reapply the thermal paste, to make a clean install of Windows 10 + drivers + games and give it a fresh start (NOTE: Before this you should really do a backup of all your important files!!!!!).

And NO! as others wrote already, not only the motherboard is not compatible, but I would not change your Xeon with 4 cores 8 threads (https://ark.intel.com/content/www/e...n-processor-e3-1230-v5-8m-cache-3-40-ghz.html), for a Core i3 8100 (https://ark.intel.com/content/www/e...core-i3-8100-processor-6m-cache-3-60-ghz.html) with lower speed and only 4 cores 4 threads, thats really a bad change!

IMPORTANT: If you don't have the expertise to do any of this steps, ask a friend or a family member for help, you could really mess up your PC if you don't know what youre doing!.

yes i have a GPU,
the on-screen display is going up and down from 30% to up to 50%, saw it go up to 69% once

Then it is indeed CPU bottlenecking. Check the CPU clock speed when gaming, is it running at the speed at which it is advertised(probably the all-core clock or a bit higher, depending on the game). Your processor, under load, should have a minimum frequency of 3.2 GHz regardless of what game it is. Is your CPU running at that speed? And what are the CPU temperatures when playing?

The same software you used for GPU usage, MSI Afterburner, also shows CPU temperatures, usage and clock speeds. But form what you have shown, it doesn't seem like your processor get hot, which should mean it runs fine in terms of clock speed as well... Seems like the problem might lie somewhere else. Still, check the CPU clock speed using MSI Afterburner's on-screen display.
