can a nvga gt 610 graphics card fit in a HP 8100 Elite SFF Desktop, Specs (8 GB Ram, 500 GB HDD, Windows 7 Pro 64 bit, And a Core i5-650 3.2GHz)

It should, as long as the motherboard has a PCI-E x16 slot and the power supply cables to supply the GPU unless the GPU can get power from motherboard directly (only if the GPU has no power pins on it). Then you should be good. Looks like the GT 610 doesn't have power pins, you should be good to go as long as there's a PCI-E x16 slot 2.0 or higher. You should have at least a 300 watt power supply.

Edit: Your PC has a PCI-E x16 1.0 slot, but it can still work.

I would note the HP 8100 Elite Small Form Factor (SFF) desktop will only accept a low-profile (half-height) graphics card. I would also note the GT 610 is little more than an on-board graphics replacement and likely not worth the cost.

Given the above and assuming the card you're looking at is a low-profile card, it *should* work in your system. It will draw the power it needs from the PCI-Ex16 slot and your power supply should be enough to power it without issue.
