I need to clean an absolutely filthy gaming rig outside, but it is 3 degree weather. Will it harm my pc?

If you're just taking it outside to clean it, as long as it not is actively raining or snowing, no problem.
Just let it come back up to room temperature later, before you do anything with it.

After you bring it back in, let it rise to room temp before doing anything.
