can a pci-e 3.0 x16 work with SLI on a pci-e 3.0 x8?

As the title says, my mobo is NEW! Gigabyte Z97X-Gaming 3 and it has x1 pci-e 3.0 slot x16 and one that is x8, so can i SLI two gtx 970 cards? or evga gtx 970 ftw editions?
