Can a pci express 3.0 GPU be run on motherboard with PCI Express 2.0

I am trying to run my r9 380x on MSI 970A-G43 , with a 600W Zumax PSU 80+ Bronze , my r9 380x have a pci express 3.0 while my Motherboard have a PCI Express 2.0 , sometimes it wouldnt turn on, sometimes it started the PC fans but not the GPU fans.
I have tested the GPU in my friends house with a 500W FSP Power supply and a mini atx motherboard and it works for about 2 hours then overheated and shutdown.
I dont know what is needed to solve the problem, the Motherboard, the PSU or the GPU itself is the trouble.

So you are saying that Zumax PSU is not a pure PowerSupply as there might be lots of power loss?
 

Not just power lose or inefficiency but poor quality of power, which is worse.

Yes, it looks like so. The only other possibility is faulty PCIe slot on motherboard - but if you had/tried any other GPU with that motherboard and it worked, PSU remains only suspect (as GPU itself works).
