can a pentium 4 (630) 3ghz be used to play games such as fifa 14 etc.
this modell is a prescott 630 x64 with hyper threading

I think it won't be a problem for FIFA14, since the game isn't that demanding.

what about a low-end GPU that can be found on ebay for virtually nothing? it won't play graphically or physically intensive titles, but should make fifa a bit shinier.

You should be able to play FIFA 14 with that processor, but don't expect to enjoy it that much. With a mathcing GPU you should be able to get about 25 fps on average.
