Can a PSU Bottleneck?

Hey i recently bought an ATI HIS 5770 although the card should be able to run almost all games on the market it can't. For example i can't run BFBC2 at all not even with lowest settings. This applies for most games. Is my PSU bottlenecking my performance or is it something else my PSU is 400watt. Could it be my CPU?

CPU: AMD athlon 64 x2 5000+ 2.66ghz
RAM: 3GB DDR2 325 MHz
OS: Win Vista (yes it sucks i am getting 7)
PSU: 400 watt FSP Group inc 400-60hln
 

You've told us next to nothing about your system.
Some more detailed specs might help, including the make and model of the psu.
 
OK list all your specs just because you got a 5770 doesnt mean you will be able to run all games maxxed out your CPU RAM play big part in gaming so list your full specs. Also your PSU what brand is it 400 watt PSU should provide enough power and no it would not bottleneck your GPU it could cause instability if it isnt getting enough power but will not be a bottleneck issue..
