[SOLVED] Can a PSU with correct output voltages still be bad?

I just tested my power supply 20+4pin connector and CPU connector with a multi-meter and got all the correct voltages. Can it still possibly be bad?

I'm having a no boot problem and I'm not getting any error code beeps and I've tried a new MB and CPU already.
 
Solution
Yes. Voltage is notthe only spec. There's ripple/noise, transients, sag, hold up time etc.

Excess transients (temporary fluxation in voltage due to sudden current change). Can cause a system to crash.
