Can a PSU work on one PC but not on other?

I'm having an issue with my PC that is running an i7, an Asus z97 a, 4 fans and was running a GTX 670. I'm having a vga_led error on my motherboard and have tried almost everything.
I tried my PSU, an Antec 25 Earthwatts 650W Green, on my old PC, running a Dell motherboard and a Phenom x4 965. The PC worked and I had no issues with it. I'm wondering though if it is possible for the PSU to work on one PC but not another?
I'm going to the store in a bit and going to pick up a PSU and motherboard and I'm curious about what could be the problem..

the psu should on both system and look at the motherboard use manual page 1-36 for the led did you install the onbord driver for the intel from the motherboard cd .
I'm asking about the PSU though, I know it isn't the video card because I've removed it and tried the motherboard hdmi/vga/dvi. Even though it indicates a vga error, I doubt it is that. I do teen get the vga_led to turn on with a motherboard speaker..
 
I didn't use the motherboard cd for anything but I did update some drivers for the motherboard and update the bios, which was at least 2 weeks ago. I installed a chipset driver for Intel and some other for display adapter and such but this was a while ago. My problem occurred yesterday when I turned on my PC and it worked 100% but I chose to restart my PC literally less than a minute from start up so I could change my fan profiles but after the restart there was no video...
When I have my gpu in without the motherboard speaker, I get the vga_led to turn on but when I have the speaker in, I get 6 beeps and no vga_led light.
 
Even though I had already tried the RAM approach, I installed one of the RAM sticks on my old PC and it worked, then I tried the other and it didn't work...
I put the one that worked on my motherboard and tried each slot but it didn't work on it?

I've looked all over for anything that might help me but I haven't found a thing. I guess I'll have to try a new motherboard, which will most likely solve my issue.
 
Well I tried the RAM on each slot and it still didn't work. What I notices know is that the beeps start at around 30 seconds but the vga led light starts at least past a minute.. I'll reply back when I get the new motherboard and PSU, I'll try the PSU first then the motherboard.
 
So I bought a new PSU and motherboard, I tested to see if the PSU was the problem and it wasn't, then I tested the motherboard and it worked.. I don't want to keep this motherboard though, I want to see if I can fix my Asus. I'll give it another try and if it doesn't work that time, I'll keep the new one and RMA the Asus then probably sell that one or use the replacement. I picked up an Evga PSU and a MSI z97 G45 board by the way.
 
Sorry that I am only getting back with a reply right now. I did RMA the board and they fixed the problem on it and it has been working well ever since. I actually decided to return the "new" parts and just use my older computer for a while during the RMA process. Thanks for the assistance.
