Question Can a slow download mean a damaged HDD?

On steam I'm trying to download a game to HDD which I believe may be damaged. The download is going at 60kb/s. When I do a speedtest my download speed is 70 MB/s. Can a damaged hard drive cause very low download speeds?

Yes it certainly can. Can you try another drive to see? In case it's not the server steam is connected to for this game?
