Question Can a underpowered PSU cause these problems for my computer?

When using my pc for gaming I noticed a lot of stuttering with some high performing games - (Sometimes) Using Rivatuner I could see that ram was being fully used or my GPU was getting too hot. USB sockets will not work sometimes as well.
I am using a power brick from dell that's only 240 W and I just ordered a 330 W to see if that would help at all. Could my psu really be the cause of all this.


My Pc is an Alienware X51 R2
My specs
1070 Asus Turbo 8gb
Intel Core i7 4770 (Non K)
8gb Ram
Windows 10

It sure can, I'm amazed it worked with 240W. Just GPU takes half or more.
