Can a usb port provide enough power for an electronic that requires 12 volts and 2 amps from a dc

I am planning on getting this item (https://goo.gl/jh33jh) for sata and ide but it uses a dc power plus usb 3.0 so I was wondering if I could use a usb to dc adapter (instead of using a port on my already filled up extension cord that has no room) but my main concern is I looked up that usb ports can only provide power of 5 volts and half an amp when this adapter needs 12 volts and 2 amps, so would the adapter be able to run but be underpowered or would it not turn on at all or is 5 volts and half an amp not true for a usb port and it would be able to power it fully to the adapters needs (or would I need to find another extension cord for the dc power connector that comes with the item?)
