[SOLVED] Can a vacuum cooler damage CPU/GPU fans?

I have a new Asus dash f15 and it is getting very hot and noisy so I wanted to get Klim cool+. Laptop has 2 exit vents on one side directly connected to CPU and 2 for GPU fan on other side. But I am afraid that a vacuum cooler can make cpu/gpu fan spin faster or damage it somehow. Is it possible?

Solution
Yes, uncontrolled air can spin up a fan and damage it.
But, in the example photo, just stick something like a screwdriver into the fan blades to immobilize it while you blow out the dust.
Personally I would be worry about it too.

Moreover, I don't feel very comfortable with a cooling fan that constantly draws power from the USB port too. I've heard stories about USB ports malfunctioning after being used for external fan or reading lamp for a long period of time.
