Can a Video card be overclocked on a non-Z motherboard?

I have B150M D3H mobo and wanted to know if I bought a graphics card (GTX 1070), can I OC it?

PSU is Antec VP 650W. Is it safe for me to do OC manually?

I am assessing all the factors before buying a graphics card because that shit load of money matters to me.

If I can not OC manually with my current hardware, then I would go with a factory OC card. Anyone help?

The motherboard chipset is irrelevant to overclocking a graphics card.

Graphics card vendors are wise to overclocking.
They bin their chips and use the better ones in factory warranted overclocked versions that can be sold for more.
I know we all want something for nothing.
But, a GTX1070 is so good, fiddling with trying to overclock seems hardly worth it to me.
Better, I think, to just pay a bit more and get a guaranteed and supported factory overclocked version.

Yes, the 650w psu will be good for even a GTX1080.
