I believe it depends where you plugged the pump power header, but the simple answer to the question is yes.
If you plug the pump into AIO_PUMP or W_PUMP - those 2 headers are set to run at 100% minimum, so the pump will run at 100% from the get-go. You can simply go into bios and change this as needed*.
If it's plugged into any other header, then it'll run at whatever that header's curve is set to. Again, you can go into bios and change this as needed*.
If a header is set to disabled, the device will run at 100% if powered on.
