I have biostar ta790gxbe and it takes am2+ cpus. But can it take cpus like FX 8350 (which is am3+ i know). at the moment i have phenom II X4 940

cant say for that mobo but the higher end am3+cpus perform best in 970/990fx chipset boards so if you want compatibility go with a new mobo and cpu.

some am2 boards can have am3/+ cpus but they always need a BIOS that supports that chip, so they probably wouldn't support any other chip that is not of the am2 socket

Thanks man. What are these watts? Is it power consumption?

Does it have to do with power consumption, and if not how do you know which CPU has a bigger power consumption?

It is tied to how much power they use, yes. The higher the TDP, the more wattage the CPU uses.
