I am looking forward to downloading the need for speed hot pursuit game but i am curious that if i could play it on core 2 duo 3.00GHz with no graphic card and 115 gbs free on disk

Strikes me as doubtful - when this came out in 2010 it generally required a discrete graphics card to run well and it's not as if the old GMA 945 integrated graphics have become better in the years since.

If you can't modify anything -- unsurprising on a prebuilt -- then you don't really have overclocking options. But that wouldn't help you here, you need at least a basic GPU to run most games that were AAA at that time. Getting a small upgrade in your CPU, all overclocking really is, doesn't do anything to fix this issue.
