Probably. Win 8.1 would cost money though.
It can also probably handle a FREE upgrade to Win 10.

no I have a copy of 8.1 with me. it has 1.6 ghz cpu and 1 gb ram. i have heard it can handle windows 10 but I wanted to make sure.

1GB RAM?
That will be problematic with either 8.1 or 10.
