can an amd a6 6400k APU with 4gb of ddr3-1600 RAM ( using the built in graphics.) run......

- minecraft on fancy graphics, 16-chunk render, all particles, smooth lighting on at 1080p.

-Portal 2 on ultra @ 1080p

It should, I personally use a GeForce GT 540M and I can almost max out portal 2 except for AA.

As for minecraft, Idk since I don't play that.

For minecraft, I have a Core 2 Quad Q8200,an AMD Radeon 5450 and 5GB of DDR2 RAM and I can play Minecraft maxed out with those settings at about 20FPS. Your rig is more powerful than mine so I think you could run really well those settings. Minecraft is a game that is made to be supported by a lot of computers so you don't need a gaming computer to be able to play mine craft maxed out....

I have an AMD A6 6400k with 8 GB RAM and in minecraft at maxed settings I seem to get 60-80 FPS and I don't have any sort of dedicated graphics card and that's at max settings ?

Yes you should, I also used to have a GT 540M and could play it at high settings.
