Can an I7-4700k handle a 1070(ti) and an M.2 adapter?

Im looking to upgrade to an I7-4700k (yes, thats considered an upgrade for me.)
Anyways, I was wondering, on the spec sheet it says that the MAX pcie lanes is 16, that being said, I also want to put an x4 pcie to M.2 adapter such as this https://www.amazon.com/SilverStone-Technology-PCI-E-Adapter-ECM20/dp/B01798WOJ0/ref=sr_1_1?s=pc&ie=UTF8&qid=1476344672&sr=1-1&keywords=m.2+to+pcie with a 1070 or 1070ti as the gpu, how much performance would I lose with either one of them? is it even worth doing?

IIRC, the performance impact of reduced PCIe lanes tends to depend primarily on what FPS you're playing at (more than resolution). You'll typically have higher FPS with a more powerful card, which why people often say that more powerful cards are affected more, but if you're running at a higher resolution your FPS won't necessarily be all that high and therefore the effects shouldn't be too bad.

I just know that the more powerful the gpu is, the more the performance drops from x16 to x8
 


Not entirely true, in gaming @ 1440p and below you will see hardly any difference at all when you compare x4 x8 and x16.
