Can an old BIOS be slowing my pc down?

I bought an older motherboard from a friend its a ASUS M5A97 R2.0. My PC feels a little sluggish for its specs and im not sure whats dragging it down. When I look at the BIOS version it's from 2013 and when I look at the BIOS updates for this specific motherboard on the ASUS website the newest update is from 2015. Should I update the BIOS and how do I go about doing it?

It is unlikely that the BIOS is your issue. That is an AMD system and the instructions per clock (IPC) for AMD is lower than Intel. You can't compare clock speeds.
It would be nearly impossible for the slightly outdated BIOS to be causing the sluggishness you mention. More likely some software conflict slowing things down. Try a CCleaner run and do the Clean and Registry portions both. https://www.piriform.com/ccleaner

If you are comfortable updating the BIOS, that is still a good idea. Although it looks like the updates since yours is mainly for stability issues and newer processors.
