Could be a foreign language without proper language support or someone pasting a file into txt that is not a txt file.

Only way possible to sort this would be to first know exactly were this came from. Just the jumble on it's own is meaningless.

How do you open executable files to see what content is written into them without getting wired looking letters? Pretty sure the exe has numbers and letters in it so i tought i can open it with text editor, obviously wrong.

This is not how any of this works. EXE files are not stored text. They're made of binary code and those "weird-looking letters" are simply the text editor futilely trying to convert the ones and zeroes into ASCII.

Honestly, you shouldn't be messing with this or any of the other things you're suddenly posting in other threads as you don't possess the necessary core competency.

Tools like this one provide more structured view of any file, and even will let you change them, but still - you have to know what you're doing.
