Can anyone help me diagnose this problem?

A friend of mine has had problems with his PC and I've been trying to help him diagnose what is going wrong. It's a hell of a situation so I'll start from the beginning.

It all started when he started having issues with green lines flashing across the screen on boot up and some small green lines afterwards ( https://youtu.be/o2H1_eaYWd8 ) and pixelation and log in problems in the Windows log in screen.

He attempted a restore point and version revert but it would either display an error saying it can't install and needs to reboot or just lock up and later tried a clean install which at first seemed to work, it deleted old data and rebooted but on reinstall it locked up and has completely borked windows altogether.

The PC seems to read the CPU, RAM, SDD+HDD and fans in UEFI perfectly fine. We think that this is all pointing to his GPU being on its way out but that doesn't explain the issues with Windows. Possible SDD/HDD malfunction?

Parts in his PC;
CPU: Intel i7-4790K
RAM: Corsair Vengeance 8GB 2400 Mhz
SSD: Samsung 840EVO SSD
HDD: unknown but was just used as storage and not boot device.
GPU: MSI 980ti
Motherboard: ASUS Sabertooth Z97 Mark 1
PSU: Corsair RM850 (850W)
CD/DVD RW Drive

Thanks for reading all of this over, I hope you can help me out as i'm stumped to the possibilities of what both problems could mean.
 
Solution
Remove the GPU see if the onboard video does the same thing.

If it doesnt the GPU maybe faulty. Or the drivers for it are stuffed / corrupt

If you reinstalled windows unplug the other hdd first before you do it
