Can anyone remeber where that tough dude wearing all that ..

I remeber there he was in a cave with places to levitate, and he was at the
bottom, and really tough.
Killed him by topping myself up with restore health potions a long time ago,
but trying to find it again.
I have walked all over the map, but can't seem to find the place.
Any ideas?

Probably you are thinking of the guy in ebony armor that is
at the bottome of the Daedric ruin next to Ald Velothi (just east of
the
village, visible from it).

Or the Mad Lord of Milk is his ebony armour, on the road north from
Ald'ruhn. There're quite a few tough dudes in great armour in the game!

This guy is necessary for at least one quest, so you probably shouldn't kill
him...

How about that guy outside of Suran with the full set of Orcish (medium)
armor, and a kickass sword to boot?

You mean Umbra? There are much easier ways to get a set of Orcish armor
than having to face Umbra. There are orcs wearing full sets at most of the
Dunmer strongholds, and sometimes also seen in Daedric ruins. Umbra was by
far the most challenging fight my character has seen in a long time. (I
actually had to use a potion or two. I was about ready to stop carrying
healing potions around until I met this guy...) There's also a tomb
somewhere near Suran that has a full set in a chest, guarded by nothing more
than a few skeletons.

I seem to remember there are two well-dressed ladies in Drucashti; one in
almost full glass kit (complete with matching poison sword), and another in
ebony armour. Admittedly they're the alpha bitches of the Quarra clan, but
don't let that stop you.
