I would go with a 8 core CPU Ryzen 7 for that price. Also it's worth the extra bucks for a RX 580 8Gb.

Ryzen 5 stock cooler is sufficient for stock speeds and mild overclocks, but if you want to push it to 4.1ghz or something you will want a better cooler. I would get a better motherboard since the ASRock board is on the cheaper end and may not have good quality. Otherwise, this board is all compatible and should work well. Happy building!

I would get a better board and OC it if there was wiggle room in the price but this person can only spend $700 max.

Solution
Go with the build as planned, I'd not go with the Rx580, even new, unless you can upgrade the psu to a more modern DC/DC design of at least 550w. That older, group regulated Seasonic is a great, solid psu, but still only mediocre output compared to newer designs. It's plenty good for amd/1060 though.
