Solution
All the power is distributed to the +3volt (28 amps) and +5volt (40 amps) rails leaving around 100 watts / 8 amps for the +12volt rail. This is only enough for a small cpu and won't support a graphics card at all. It's a very cheap low quality power supply and should be replaced immediately. Don't use it. It's junk.
