I have reason to believe my CPU or my GPU may be burnt out. I do not have another PC to test either part. Is it possible my CPU will cause my monitor to display "No signal"?

Give us your fulls specs.
Is this a new build, or an old one that used to work properly?
Do you get the same monitor from the monitor when connected to the GPU or the motherboard I/O?

We need more details if we are to help you troubleshoot this.

Which component is more likely to cause the monitor to display "No Signal"

Fans on both cpu and gpu are running, and cannot attach monitor directly to motherboard I/O because it does not have onboard gfx

*NEW* 24" LG HD Monitor
*NEW* Asrock 970 extreme 3 r2.0 motherboard
*NEW* Thermaltake 530W psu
old AMD FX6300 cpu
old Powercolor r7 250x gpu
old Western Digital 500gb black caviar hd
old Crucial ballistix 8gb ram

basically my old psu caused a power surge into my old motherboard. that's the reason I have bought new psu/mobo, however seems further damage was incurred in either/or both the gpu/cpu, as such I am getting the "no signal" when I rebuild the system with new components

just one.

my cpu and gpu in the rig now are the old ones that were previously attached to my old motherboard during the power surge

that's what im trying to determine. I don't have new gpu or cpu yet. I know I need to buy one to try. my question is which should I buy first to try, cpu or gpu????

Well, I`m not sure there`s any sure way to determine which part is bad since you don`t have integrated graphics.

But until we get to spending more money, just go through this checklist - since you just replaced the mobo: http://www.tomshardware.co.uk/forum/261145-31-perform-steps-posting-post-boot-video-problems

Another thing that is not in the list but happened to me on a friend`s PC while upgrading the CPU cooler - make sure you dont have too much or too little thermal paste on the CPU.
The new CPU cooler that I was upgrading (some BeQuiet) had pre-applied paste, and it was too much of it, so the PC would not output any video at all (I also thought the GPU died on me).
As soon as I removed all that paste and added a pea size amount in the middle, the PC started right up.

that's what I was afraid of. I went through the checklist and it doesn't seem to be any of those issues. barely any thermal paste left on my cpu chip. im sure the power surge caused one or both my cpu and gpu to roast, even though the fans on both are still spinning.

anyone have an idea which is more at risk to become damaged by the mobo from a power surge, the cpu or the gpu? with the only clue being the monitor says "no signal" received... could both a faulty cpu and gpu cause this to happen?

It could be both, or just one of them. It`s mostly a guessing game at this point.

However, I really recommend you go and unplug all your cables and reconnect them, and re-apply the thermal paste again.

This is just a triple-check just to make sure you don`t waste money if you don`t need to.

yse psu is connected to the 8pin ATX12V as well as the 6pin into the gpu. both the CPU and GPU fans are spinning when I power on the PC.

there is no adapter, just vga to vga.

You should at least get a message that there`s no Boot device, or be allowed to enter Bios.
It would be good if you could get another GPU from a firend to test in your PC.

Or you can buy one where the shop gives you the opportunity to return it if it ends up that the GPU is not the problem.

which LG monitor is it exactly?

does it work on another PC or Laptop?

try another vga cable or HDMI or DVI

try another monitor

is the motherboard installed correctly with spacer between motherboard and case?

reset the BIOS (clear cmos jumper) read the manual how to

remove all unnecessary devices: HDD, oprical drives, USB, other extansion cards, install just one stick of RAM in DDR3_A2 or DDR3_B2 (from CPU counting: second or fourth DIMM slot)

is the graphics card installed in the upper PCIe slot?

does it beep? (speaker must be plugged in from case)
