Can bad psu or old motherboard cause gpu crash

so my gpu RX 460 Sapphire 2gb always crash every 10 minutes when play game . but i manage to fix it reducing the core clock to 1010mhz. but now my gpu suddenly crash even when im not playing a game my pc always crash every 5 minutes. do you know what the problem? Sorry if my english is bad.
My specs:
mobo: asrock n68 vs3 fx
cpu: FX8300
vga: RX 460 Sapphire 2GB
ram: 8GB
PSU : some old 450watt fsp psu
 


Yeah upgrade your psu to a good 500w one and then see what happens.
 


I will upgrad my psu to Antec NeoEco Classin 550w, is this psu good?

Can anyone help me please.

My pc ususlly wont but up so i must force shudown and turn it on again to make it work and my pc performance is bad, when i play assassin's origin 1080p very low setting i just got 18-24fps and after about 10 minutes my screen goes black screen and never go back again, so i must restart my pc, after that i play rocket league and my screen goes black screen again about a second and turn to normal again. Do you know what's wrong with my pc

Processor : fx8300 3.3ghz (when i play assassin's creed i think my cpu hit >70°)

Ram: 8gb

Psu: Neo Eco Antec 550watt Classic

Motherboard : asrock n68 vs3 fx

Gpu : Sapphire rx 460 2gb dualfan

i already bought neo eco 550w, but still after about 15 minutes my screen goes black again and fan running at max speed
