Can I burn and read 4K video on this writer?

4k video is just a file, if you can write a file to the burner you can write 4k video to it and read it back with a video player that can handle 4k.
Commercial 4k discs, if there are any, will be protected and will need special software to rip it.

Otherwise your question should be can I write 4k video that will play on normal 4k playback devices.
You would need 3rd party software to do that like dvdfab UHD unless they also can handle simple files.

I have a ASUS BW-16D1HT with the correct BIOS. If you update it will no longer read 4k Blu-rays.
You can rip the disk but not burn it.
