Can CD keys be legally given away or shared.

Here's my question, i have a bunch of video games that i already finished on Steam and Origin and a few from GreenMan that need to be activated via Steam. Once i finish the game i never play it again.

My question is this, can i simply copy a game key and give it to a friend so he can download it and play it. They game is 100% legit, i do not pirate.

Will there be any issues, it this even doable. I have a friend who wants to play Dragon Age: Inquisition but is not ready to drop all that money. Would these people have to log in under my account? or can they sign in into theirs and activate the game?

Games that you have already played are locked to your account. You cannot gift it to anyone. If you want your friend to play the game then you must give him access to your account. However, I believe it is against the EULA to share the same account with multiple people. On top of that I am pretty certain once you log into your account on one PC you cannot log into another PC. Meaning you cannot log in to play Far Cry 4 or whatever, while your friend logs in as you to play Dragon Age: Inquisition.

I am pretty sure you can gift a new key that has not been used to someone though. Of course you will need to buy the game.

True, but the game OP listed is a single player, so it's not like they are trying to play together.
