You could, but why? The device might not charge faster because some chargers (iOS/Apple) use resistors to tell the device how much current they can draw:

Read the article above. You could do it but you're better off with a smaller charger.

5V is 5V, the phone's built-in battery management/charging controller will only pull up to whatever maximum current it is programmed to pull.

The only problem being that a PC PSU will have 20-30A available on 5V and fry the phone, connector or cable faster than over-current protection can kick in, which isn't as much of an issue on normal chargers that are current-limited to 2-5A per port.
