Can CoolerMaster Elite 110 install Nepton 140XL?

You might be able to fit a 140mm AiO cooler, but I would search the Internet and see if anyone else has done it first to be certain that it won't be obstucted by other components. If you to build a powerful PC in a small case, I recommend looking at Bitfenix Prodigy/Phenom, Corsair Carbide Air 240 or Thermaltake core v21.

My experience with building small rigs is that you want to make it as big as you can if you plan on putting powerful components in it. I built a gaming rig in a Silverstone GD05, and i am now planning a case upgrade because of temperatures and noise.

Edit: I got curious and did a quick search. Found this thread: Link

It seems people have been able to fit a 140mm AiO, but it depends on the size of your PSU, and you won't be able to have a push-pull config. Airflow is also restricted and there will likely be high temperatures. Would personally opt for a larger case if you can, or go for a 120mm AiO with flexible tubes. The Seidon series AiO is a good match according to reviews.
