Can CPU be not working as powerful as it should because of no thermopaste applied?

Well the main problem is gta V, the thing is i spent 3 days atleast going through my head what can be wrong, because i get about from 15 to sometimes 40 fps framerate, so i did everything i could i overclocked the Gpu and the Cpu, but nothing worked, so i turned on the benchmarks on screen where it shows the precentage of what is used the most, and the only problem is CPU. And thats what bothers me because on youtube ive seen someone who played it with the same CPU and about the same spec GPU as mine, and he got from 40 to 60 fps. So one day i remembered that when i started assembling my pc i didin't applied any Thermopaste on cpu, and also i have a stock cooling fan.

So my only question is if i apply thermopaste, and get a better CPU cooling fan, will that fix my problem?

GPU: Sapphire R7 265
RAM: 12Gb
PSU: 500W

What are your CPU temperature idle and at load? With no thermal paste, the heatsink is not very efficient. It may do it's job at idle, but not at full load, so when the CPU gets hot the fan speeds up until it can no longer handle the heat and the CPU throttles down. You should not overclock without thermal paste - or knowing what your temperatures are.

Oh sorry, my mistake, there was some of it on the cooler radiator. But i messed it up a little bit so theres not much there.
 


I checked that my maximum temperature aproximately was 105 (when playing Gta V). I will try to apply thermalpaste, get a new heatsink and a better fan.
 


At idle its 52, and when playing 105... The problem is obvious i think, il try to upgrade my cooling
