Can CPU temp. affect GPU temp?

Hey guys, how is it going? I have a question for you tho, does CPU temp. affects GPU temp´s? Cuz I´m having some issues with it... Instantly when PC turned ON, my CPU temp. its 70 (which is really really bad , I know) , my GPU tho, is 31 temp, but after 30mins, it goes up to the 70 too (GPU), even if im just browsing, cuz its been impossible this last 4 days playing game like btf4 and btf3 , I was just keep getting 14-30 fps instead of my native +100fps :S I was thinking to buy a new cpu fan cooler, but after I realized GPU temp was going crazy too, I thought it can be some problems with my power supply with his power distribution or even some problems with motherboard. Soo yea, does CPU temp. affects GPU temp? PC all clenaed up, from CPU to GPU, no need to ask about it ;)

Yes as the air in your case will warm up the ambient temperature of your case. This will then increase the temperature of your other hardware.
But you do have an issue with your cpu temps. Your gpu temps should not go that high if it is not used.
Check for malware and virus.
Try reapplying thermal paste on the cpu.
70C on the gpu is not bad but on the cpu it is bad.

But can that " warm up of the case ambient" rich those high temps. of my GPU?
I already did cleaned it up and puted new thermal paste, like 2 times last month... I know 70 temp. on my GPU is not that bad, it has that temperature when i´m playing battlefield 4 after 1 hour or something but I never had this problem with my CPU, it just happened from 1 moment to another, lately for example I´ve been playing League of Legends, I was getting from 40 to 100 fps, which normally I have +250, sometimes I as getting DC, "attempting to reconnect, and 5 in 5 minutes I have really high ping , it jumps from 60 to 400 and then backs up... Can this be also high CPU temp. or a software problem? This started 4 days ago, I tried everething, should I buy new CPU fan cooler or just sent my PC to PC support store so they review it and tell me what´s wrong? This is a real struggle :(
