can cpu throttling cause ping spikes?

I have a amd fx 8350 with a asus m5a78l-usb 3 motherboard i am having ping spikes on 2 games when playing online the 2 games are Counter strike Global Offensive and Team Fortress 2 these are the only 2 games i notice ping spikes on.

i have been having these ping spikes since i upgraded from my amd fx 4100 to the 8350 and im also wondering if my motherboard is bad for this cpu.
i have turned of cool n quiet in the bios and the turbo option is disabled any help with this one guys?

by ping i assume you mean the internet connection speeds? if so, this is perfectly normal, and has nothing whatsoever to do with your pc.

Once when playing csgo i alt + tabbed and seen that my cpu usage was 100% and i was having a ping spike at that moment of time so please explain why that was.

100% cpu usage is expected when running a demanding game. a ping spike as i already explained, is normal.
