Question Can Error Code 99 be caused by a faulty PSU ?

Hello,
on my AsRock 990FX Extreme 4 the POST stops at Code 99.
I did everything possible:
removed all connection,
reset CMOS
pushed the reset switch
replaced CMOS Battery,
removed CPU cooler applied new paste
replaced RAM
replaced Video Card
there was only one thing left I could think of:
check the PSU.
indeed the V2 output shows LL.
my question: could that be the cause?
I am asking before I buy a new power supply.
I read that code 99 could come from a faulty mobo. But nothing had moved nor changed.

I would really appreciate it if somebody could give me advice on that!

You posted this thread in the Power Supplies section but didn't mention the make, model and age of the assumed culprit PSU. On second thoughts, when posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. if you're able to recall, what BIOS version were you on?

Did you try powering the system with one stick of ram?

I am asking before I buy a new power supply.
The smarter thing to do is to source(borrow, not buy) a reliably built PSU from a friend or neighbor and see if the issue is resolved.

You might want to also source a CH341A BIOS Programmer and see if reflashing the BIOS chip helps alleviate the problem.

I assembled the PC long time ago and I remember only some.
the CPU is AMD, the cooler is like a tower with a Fan on the side Name Sythe
Motherboard I mentioned before: AsRock 990FX Extreme4
RAM is PanRam (x2) 8 GB each
GPU is Zodac GT 740
PSU I don't remember
Sys Drive is Samsung SSD 500Gb
Cassis - Designed by a German Company
OS WIN 10
Monitor Dell
I swapped the RAM Sticks, bought a new one, inserted only that one.
It is easy to say: borrow a PSU from a friend-all my friends have either a Mac or a Laptop.
Nobody uses a desktop like me anymore
A Bios Programmer would not help, because I have no video what so ever.
Oh, I forgot to mention: I connected the HDMI cable -no video
then I connected a DVI cable- also no video.
The PSU I had to change once, it is a (Chinese Name) KRPN-AK650W/88+
BIOS I really don't remember.
Additional Info: ALL Fans are working normally,
I also did a CMOS hard reset (Removed power cord, removed CMOS Battery for 10-15 min, pressed power switch 15 sec. Since it seem to be related to USB, I removed the USB 2 and USB 3 connectors and booted-whatever I do is, POST stops at 99 .
Additional Info:
I am 1 step further: at least I am getting a video output now. But it still hang at 99.
But it will be much easier to get further.
Now I remember having seen the code at the right bottom site. It often took some time as it would be searching for something.
I will start checking all my USB connections.
My printer is a hp Office jet 8620, it is connected via USB, it gives me often problems like does not want to print, creates new printer options etc.
