Can fans turn on with only a psu and motherboard?

Hi there, I’m building my own pc here. I’ve installed the motherboard cpu and psu into my case. Since I have an rgb fan I naturally tried to turn it on to see the fan in action but with no result. I’m just worried that I might have damaged something. So my real question is with a CPU Motherboard and Psu should I see the fans moving? Thanks in advance, jake.
 
Solution
Make sure there are no lose screws in the case when you turn machine on. Also make sure you used correct number of standoffs and in right places only to secure motherboard to case.
Yes, fans should start up with only the components you specified. In fact, in most cases fans will start spinning if you start the board alone connected to PSU.
Does your RGB fan has two cables? If so are you sure you connected them in correct places and orientation (4-pin RGB cable has to be connected so 12V pin on cable matches 12V pin on motherboard)?
 


No my fan has a singular wire to connect to the motherboard. But it uses two wires in total, one from the fan which then connects to a hub wire. Sorry if I’m not being clear. I’m positive I have connected all my cables right. The only thing is that one of my screws is not in on the motherboard, so unsure if that could cause an issue. Thanks again!
