Can few games run below the required specs of a particular game?

See I saw couple of video where
people were able to run new games like Gta v at 2gb ram and Witcher 3 at 4 GB ram....I was like wtf is it true? I wanted to know because I wanted to buy Arkham knight but I have 4gb ram...but required is 6?

Technically it is possible, but you wont get good frames on any settings.
The recommended/required specs are what the developers set forth as "playable".

Also, videos should be taken with a grain of salt, as most are false specs/results. If they dont meet the requirements, and then add recording on top of it? That is shoddy at best.

I would be skeptical about these videos unless it's from a reliable source. Will the game turn on? Probably. Will it lag or otherwise provide a sub-par gaming experience? Most likely.

It will depend on your other components to some degree. RAM is cheap; a good 2x4GB set goes for $50.

Yes, it is possible to play games on a PC / laptop that is below the developer's recommended minimum specs. However, that depends on the game itself. The more options the game provides you to tweak the graphics, the better your chances of the game being played on low spec machine.

I recently tweaked Skyrim on a friend's old laptop which has a Core i3-2330m and an Intel HD 3000 graphics core. I got it to run at a decent 28 FPS - 30 FPS in the open world at 1366x768 resolution if I remember correctly. Hell, I even seen a video of Skyrim running on an 8" Dell Venue Pro 8 tablet at 640x480 resolution.
