everytime i try to push it above 4ghz my pc instantly crashes its not temps as they never go above 55oC even if i do put the voltage up it still crashes
my cooler is a h100i v2 and my mb is ASUS PRIME B350-PLUS and i have 16gb of 3000mgz ram

agree with the guys. They re binned for a reason. All Ryzen 5/7 will have difficulty getting to 4/4.1 that seems to be the max, with excellent cooling. You may be able to get it to about 3.8 but it will take some very fine tuning to get it there.

I went with the 1600x to avoid the headache of OC'ing the 1600, which everyone was advising to do.

But can you hit 4.0? Your title says "above 4.0"
If so, and temps and voltage are under control, I'd take that and be happy.
Also, as the above poster did, I got a 1600x for that reason, as well as better odds of hitting higher memory frequencies, ( @ 3200 right now), and having no intention of using the stock cooler.
So, for me, it was $30 CDN more for a 1600x. Which made it a no brainer decision.

the only reason i got the 1600 was i was on holiday in canada and it was on sale and only had enough to get it but i dought i will be able to trade it in for a 1600x as im 5000 miles away
manged to get it to 4000 with 1.3875v but it crashs when it its 60c now so im just upset

really whys that i would of thought amd had good overclocking hardware

its stable at 4 but if it hits 60c my pc just shuts down so all my fans are at 90%

Then its not stable at 4.

I've had 3 different Ryzen CPUs and all of them would do at least 4.0 with some careful tuning and a good board. I use a C6H. In fact, all 3 would do 4.1. The voltage requirements start to be a real problem.

I see you're using the B350 chipset. That could be the cause of your issues. They've been known to require higher voltages to keep the overclock stable, as they don't have access to set voltage manually, LLC levels and VRM phase management.

I would suggest a trip over to the overclock.net forums. A really good group of guys over there in the Ryzen owner's threads.

it does it at any clock and any voltage even default

Then somethings not right there. What speed is the ram set at? might be set too high to be stable.

Does it do that with default settings in the bios?

i turned the thing that auto sets it thing its at 2933 but i got to sticks each going at 1467
did memtest64 and it would only test 8gb out of my 16 and when i made it do the 16 it said this
0.000: 16336 MB Test starting on 12 CPUs...
0.000: Allocating memory...
16.015: Memory locking failed (might be reserved by other apps/kernel)
18.281: Test finished with no errors detected

yeh default aswell think the clock is 3.2 but not to sure
