I am planning to buy Radeon R7 240 for my PC. I found on the official website that a 400 W power supply is required. But I've come to know that my UPS, APC 600 VA has an output of 360 W only. Will the GFX card work with my UPS?

When checked with the support people of APC, they told me that the maximum wattage of the particular model is onyl 380 W. But the Sapphire website has proclaimed tat a minimum of 400 W output is required if this card has to be used. Will that be an issue?

They require such high wattage requirements just to be on the safe side. So no one can sue them if the card didn't work with their "low quality" and less than 400W PSU. The card itself doesn't require that power. It will consume a max of 30W (R7 240) and 55W (HD 7750) when they are under full load, and when idle they'll consume even less.
no-> you shld use 550W PSU (+12v ~ 30A ) to run R7 series. and definitly you should upgrade your UPS to higher wattage, otherwise you could face continuous switching off while playing games.
You have 15A on your single 12v rail. It's pretty low for a 350W PSU.
R7 240 will need 2.5A from the 15A leaving 12.5 for other components . I think it'll work if you don't have something crazy in your setup such 2+ hard drives/very large fans.. etc...
For HD 7750 I'm not sure.. But I've seen guys reporting being able to run it with their 240W stock PSUs. I'll take 4.6A max anyway. If you tell us your exact full PC specs (including number of fans and their size) we may be able to help you better.

PSU upgrade isn't really necessarily for running such low power consumption card like the R7 240 especially when he's on a tight budget. It's a 30W TDP card.. Even his CPU may be consuming much more power! It'll consume 2.5A in the WORST case.
