Can I control the fan speed in the BIOS if I connect a 3-pin fan instead of a 4-pin fan ? does my mother board support it ?

No. The Z170x-Gaming (3, 5 or 7) does not support 3 pin fans on any of it's 4 pin fan headers EXCEPT at full speed operation.
