When did I quote you saying it's horribly optimized? I did not. But it is.
I have a core i5 system and I get 25FPS, and yes, I have hyperthreading. All I'm saying is that don't expect too smooth gameplay on the 610 - it's a bad card for gaming. Very bad.
Disregard the system requirements. The game needs WAY more than those.

the guy runs it using gtx 760 at 1080p ultra with 45 average fps
and yes he has an i7, not that it is giving a huge advantage to the fps

dont look down at hyper threading... yes its 2 cores, but why is that i3 performs as good as (if not better) than amd 4 core athlons or FX's. Intel has very powerful cores, which is why it makes sence to enable hyper threading. And just because a game can utilize 4 cores, doesnt mean that its gonna runn all 4 cores wild at 100%, no, its just gonna push some workload to other cores, but its not like its gonna stress test it...

and it is still an old game, a lot of things change... if you look at gta 4 system reqs it will say Intel Core 2 Quad 2.4Ghz... if you take a modern i3, it will be almost always 3.4 ghz (not to mention it will have more processing power per clock per core). Another thing is to actualy know what kind of i3 does his cousin have...
 
i never said it was a horribly optimized 2008/9, why do you like to make up things? I said it was just a 2008/9 game ... middle of 2014 now...

and now you are just making things up... even crysis 3 runs ok on gtx 780. and you are talking about a 5 year old game...
my brother plays it on xbox 360... well obviously its 720p on consoles... but do you know what consoles use? APUs ... a cpu with integrated graphics (5 years old one)... so I dont know where are you getting your statements from...

GTA 4 runs poorly even on high end systems, as cst1992 said(and as its been said a millions here and on other forums) its very poorly optimized, its a horrible console port. The Gt 610 is slower than the last few generations of integrated Intel graphics. The hd 4000 and up are faster than the 610 and I still would recommend running GTA 4 on them. Will the game run? probably. Will it be a fun playable experience? probably not. If you really want to play GTA 4 pick up a cheap used console.
