Can I run gta 5 on intel pentium g2020 and 8gb ram on low graphic or even with mods without loosing gaming quality and better fps

with this configuration, it will not be able to run it properly and you dont get decent fps. it will lag even in low settings.

No. You will need to add a GPU, such as a 750 ti or if you're willing to spend 50 dollars more, a 1050 ti. Then you will get some pretty good framerates on 1080p medium settings.
