Can GTA 5 run on these PC setup?

Hello, I am about to upgrade my PC soon for Graphics card and RAM, I don't want my Processor (CPU) to change for now since I maybe going way over my budget.

Anyways will GTA 5 run on Med (High) to High (Very high) settings with this PC setup with no any Lag and/or Stuttering?

CPU: Intel Core I3-7100 @ 3.9 GHz
GPU: Nvidia GTX 1050 TI 4GB DDR5
RAM: 2x4 (total of 8GB) dual channel
MB: MSI H110M Pro-VD Plus

My resolution is at 1360x768 (maybe going to 1080p in the future too)

Yes you should be able to run on high settings at 1080p and get at least 60fps.

Will this be able to like remove the stuttering, lag or any performance issues at all? Because even I put on the potato settings, I noticed that it still stutter or lag when I just had a 4GB RAM (single stick) an a terrible GT 730 2GB when I'm at driving sections.

That will happen because of only 2GBS of VRAM. If you are using the 1050ti this shouldn't happen.
