[SOLVED] Can hardly get 40FPS in games on the lowest settings.

I did a User Benchmark, and I am running below expectations ( 10th percentile ) on my CPU, RAM, and HDD. I can hardly get 35 FPS on Rust with the lowest settings
PC specs: 650w PSU, 1660 Super 6GB, Ryzen 3 2200G @ 3.5GHz, 16GB Ram @ 2666Mhz, 1TB HDD, 256GB SSD.
CPU sitting at 63 degrees Celsius, with discord and chrome tabs open, when games are running my CPU is at 100% while my GPU sits at 30% utilization.
I have reset my computer, cleared CMOS, Made sure all my NVIDIA settings are right (using a video). Anyone have any Ideas? Thanks in advance.

Boot the pc and wait a few mins.
Run UBM with the browser closed.
