No. - you should NOT overclock your R5 2600 with just a stock cooler on it.
Are you sure? because right now my cpu is running at 3.4ghz with 1.35 volts, did a aida64 strees test for 2 hours and temps were maximum 74 degrees, i´ve seen with 1.35 i could get at least at 3.8ghz or i am wrong? also when overclocking, which settings i have to look for in bios besides cpu core ratio in this case would be 38.00 and core voltage?

3.4GHz is their base frequency. Without overclocking they will boost to 3.9GHz when there is a light load on them.
But this frequency is usually only on a few cores - ie a light load.

The Stock cooler will saturate it self with heat far too soon for the OC you want .if it were the wriath prism cooler may but not the writh spire or is it the stealth that one comes with ,,,,, either way a bit too light on the heat fins and tfp for a 4ghz OC
