My galaxy s6 wont charge and is currently dead, but if i plug it into my pc its detected in device manager. is there anything i can do to get my stuff off of it? Verizon wants me to send it in so the sooner the better!
I think if you cannot power it, you can't give it permission to sync with the pc. Because if you could backup a phone with it unpowered and therefore not logged in as owner, imagine the security flaw of that
True but there has to be a way maybe through adb or something
"adb" ? What's that?
If there is no power on the device, there is no power. You can't do anything with it.
Why won't it charge?

No without power it can't do anything, if you had the data on the memory card, you could remove that and insert into a suitable card reader via pc
depend if its detected u can depend on the OS ur running
It is detected in device manager, im running windows 10 and my s6 is running Marshmallow.

Its "too cold" to charge but if its plugged into my computer and if its in download mode it will stay on
