Yes the oneplus 3 is on the correct GSM bands for MetroPCS. As for whether they will let you use it for that plan you need to call them and ask.

Yes, one of my friends has just ported his phone to MetroPCS network. You have to call their customer care to get it ready. You might have to fix the MetroPCS apn settings to fix the internet and picture messaging to function properly.
