Can I build this PC?

Solution

Yup. The PSU you have shown is also quite...
Yes, they are compatible. But I would make a few changes:
a) Try a different PSU with a better rating. Like this:

b) Invest in an SSD. It is worth it, trust me.

Possible cheaper in their country. The 7400 is still a good chip, I would not say the 8400 is so much better that it would warrant going straight for it.

Low budget 🙁 If buy 550W Seasonic- SSR-550FX GOLD and i5 8400 i wont be able to buy gtx1060

Probably the cost, 8400 would require a Z370 motherboard. I'd suggest getting at least a 7500 bit higher clock speed.

The 8400 is 6-core at 4Ghz turbo, the 7400 is 4-core at 3.5Ghz turbo.

How about that? https://imgur.com/a/07mtn

But i will need to change the motherboard if i go for 8400 right?

Yes, that's why I suggested the 7500.

Okay.

Yup. The PSU you have shown is also quite good. Well done. Look at an SSD as a future upgrade as well.
