You can just flip it over if you want the airflow to be reversed.

General bottom mounted installation would have the intake pulling from below the case and exhausting out the back without involving the rest of the computer. But you can flip the PSU over so it intakes from the chassis and exhausts out the rear. This would generally put the PSU fan in direct conflict with the GPU fans. But can be useful when a computer is placed directly on a carpeted floor.

Top mount takes intake from inside the chassis and exhausts out the rear. Chassis with top mounts generally don't have vents above the PSU, so not much option to flip it.

If you are experienced enough, you could take apart the PSU and flip the fan over. This will likely void any...

If you are experienced enough, you could take apart the PSU and flip the fan over. This will likely void any warranty and there is some risk dealing with charged capacitors. I can't see a good reason to do this.
